1, a case involving the use of substandard veterinary drugs at an animal clinic in Zhuanghe City, Dalian

In 2026 year 3 month, the Zhuanghe Municipal Bureau of Agriculture and Rural Affairs received a public complaint reporting that an animal clinic in Zhuanghe City had used veterinary drugs past their expiration date while providing veterinary services.

An investigation found that in 2026 year 3 month, while providing veterinary services, the animal clinic used “5% glucose injection,” which had an expiration date of 2024 year 1 month and was past its expiration date.

Pursuant to Item two of Article forty-eight of the Regulations on the Administration of Veterinary Drugs, veterinary drugs that have exceeded their period of validity shall be deemed inferior veterinary drugs. The party’s use of inferior veterinary drugs violated Article thirty-nine of the Regulations on the Administration of Veterinary Drugs and Article twenty of the Administrative Measures for Animal Diagnosis and Treatment Institutions. Pursuant to Article sixty-two of the Regulations on the Administration of Veterinary Drugs, the party was ordered to immediately cease the illegal conduct and was issued an administrative penalty of a fine of 30000 yuan.

Significance of the Case: This case is a typical example of an animal diagnosis and treatment institution using inferior veterinary drugs. The lead originated from a public complaint. The law enforcement agency responded promptly, secured evidence on site, and quickly established the facts of the institution’s illegal conduct. The case serves as a warning to animal diagnosis and treatment institutions about standardizing medication use and strengthening drug management.

The investigation and handling of the case demonstrate the agricultural enforcement authorities’ “zero tolerance” attitude toward practices that jeopardize the safety of medicines used for animals. They reflect strict oversight and severe penalties for medication safety issues in animal diagnosis and treatment, and have a strong exemplary and deterrent effect in maintaining order in the animal diagnosis and treatment market and ensuring the quality and safety of livestock products.

2 Case involving Dalian Certain Aquatic Products Co., Ltd., Pulandian Pikou Branch, operating a veterinary drug business without a veterinary drug business license

In 2026 year 6 month, in accordance with the requirements of the Implementation Plan for the Three-Year Campaign to Address the Abuse of Drugs in Aquaculture in Dalian, the Dalian Municipal Bureau of Agriculture and Rural Affairs and the Pulandian District Bureau of Agriculture and Rural Affairs conducted a joint inspection of Dalian Certain Aquatic Products Co., Ltd., Pulandian Pikou Branch, and found 11 types of veterinary drug products stored in its warehouse.

Upon investigation, the Pulandian Pikou Branch of a certain aquatic products company in Dalian had not obtained a Veterinary Drug Business License. In 2026 year 5 month, it purchased 11 types of veterinary drug products from its parent company, a certain aquatic products company in Dalian, and stored them in its warehouse for sale. The value of the goods was 13130.2 yuan. By the time of inspection, 30 bags of Enrofloxacin Hydrochloride Soluble Powder had been sold.

The party’s operation of veterinary drugs without obtaining a Veterinary Drug Business License violated Article twenty-two of the Regulations on the Administration of Veterinary Drugs. Pursuant to Paragraph one of Article fifty-six of the Regulations on the Administration of Veterinary Drugs, the party was ordered to immediately cease the illegal conduct, and an administrative penalty decision was issued to confiscate all veterinary drug products involved and the illegal proceeds, and impose a fine of 4 times the value of the goods, amounting to 53200.8 yuan.

Typical significance:This case is a typical case of operating a veterinary drug business without obtaining a Veterinary Drug Business License. The case was discovered during a joint inspection by municipal- and county-level agricultural comprehensive administrative law enforcement agencies. The party involved was a branch of a parent company that had obtained a Veterinary Drug Business License. The branch and parent company were two independent entities operating in two different locations. The branch operated a veterinary drug business without obtaining a license, constituting a serious violation. All veterinary drug products involved and the illegal proceeds were confiscated, and a fine of 4 times the value of the goods was imposed. This demonstrates strict enforcement against unlicensed veterinary drug businesses and underscores the determination to safeguard order in the veterinary drug market and the safety of livestock products.

3, a case involving a veterinary drug business in Ganjingzi District, Dalian, operating without a veterinary drug business license and selling prescription veterinary drugs without a veterinarian’s prescription

In 2026 year 8 month, in accordance with the arrangements for the comprehensive rectification campaign on the production, operation, and use of pesticides and veterinary drugs, the Municipal Agriculture and Rural Affairs Bureau received a transferred lead. Law enforcement officers conducted an on-site inspection of a veterinary drug business in Ganjingzi District, Dalian, in accordance with the law.

Upon investigation, the business was found to have committed the following violations: operating beyond its authorized scope by dealing in 30 boxes of veterinary psychotropic drugs without obtaining a veterinary special drugs business license; selling 10 boxes of the prescription veterinary drug Ampicillin Sodium for Injection without a prescription issued by a veterinarian; and failing to implement the Veterinary Drug Good Supply Practice as required.

Pursuant to Paragraph one of Article fifty-six, Paragraph one of Article fifty-nine, and Article sixty-six of the Regulations on the Administration of Veterinary Drugs, the party concerned is ordered to immediately rectify the violations. For operating veterinary psychotropic drugs without obtaining a Veterinary Drug Business License, the decision is to confiscate the illegal gains and impose a fine of 3600 yuan; for selling the veterinary prescription drug Ampicillin Sodium for Injection without a prescription issued by a veterinarian, the decision is to confiscate the illegal gains and impose a fine of 6000 yuan; and for failing to implement the veterinary drug business quality management practices as required, the decision is to issue a warning as an administrative penalty.

Typical significance:Veterinary psychotropic drugs are strictly controlled veterinary medicines. Their sale requires a license covering the distribution of veterinary special drugs; veterinary prescription drugs must be sold and used on the basis of a prescription issued by a practicing veterinarian.

In this case, the parties did not obtain the required business scope for special veterinary drugs and operated in veterinary psychotropic drugs without authorization. This is a typical instance of unlicensed veterinary drug operations and poses a high risk of veterinary narcotic and psychotropic drugs entering illegal channels. Requiring veterinary prescription drugs to be sold and used on the basis of a veterinarian’s prescription is an important means of ensuring the scientific and standardized use of medicines in livestock and poultry, preventing veterinary drug residues, and safeguarding the quality and safety of animal products. Using such drugs without a veterinarian’s prescription can easily result in excessive veterinary drug residues or increased drug resistance in the target animals, harming the healthy development of animal husbandry.

The investigation and handling of this case has had a strong deterrent effect on veterinary drug businesses. Veterinary drug operators must conduct business strictly within the scope approved by their Veterinary Drug Business License, strictly implement the prescription management system for veterinary prescription drugs, and strictly comply with the relevant requirements of the Good Supply Practice for Veterinary Drugs.
