On 10 9, Shuanghui Development (000895.SZ) announced that the company, its subsidiary Wangkui Shuanghui Beidahuang Food Co., Ltd. (hereinafter “Wangkui Shuanghui”), and the relevant directors and senior management had recently received multiple Administrative Penalty Decisions from the Wangkui County Agriculture and Rural Affairs Bureau, the Luohe Municipal Animal Husbandry Bureau, and the Luohe Municipal Market Supervision Administration. The total amount, including fines and confiscations, was approximately 1.29 hundred million yuan.
The announcement also disclosed six rectification measures and estimated that the above penalties would reduce the company’s net profit attributable to parent company shareholders for 2026 by 6380.66 ten thousand yuan.
Three departments impose fines and confiscate approximately 1.29 hundred million yuan in total
The penalties stemmed from a sampling inspection. On 2025-8-28, the Changchun CustomsTechnicalCenter conducted a food safety supervision sampling inspection organized by the Heilongjiang Provincial Market Supervision Administration. It sampled pork hindquarter meat produced by Wangkui Shuanghui and sold by the Minghu Branch of Heilongjiang Bilin Youxuan Chain Supermarket Co., Ltd. in Ranghulu District, Daqing City. The test result for lincomycin was non-compliant.
According to the food safety sampling inspection notice for Issue 7 of 2026, released by the Heilongjiang Provincial Administration for Market Regulation on 5月14日 this year, the lincomycin content in the non-compliant sample reached 7700μg/kg, nearly 38 times the national standard limit of 200μg/kg (37.5 times).
According to the traceability investigation by the regulatory authorities, the batch involved a total of 910 live pigs. The products were sold to distributors through Shuanghui Development’s own sales channels under the name of Luohe Shuanghui Food Sales Co., Ltd. Some of the carcass pork from the 36 pigs sold to Daqing Suixin Economic and Trade Co., Ltd. entered the aforementioned supermarket.
The Wang kui County Agriculture and Rural Affairs Bureau ordered Wang kui Shuanghui to immediately stop selling the non-compliant products and imposed two penalties. First, Wang kui Shuanghui sold agricultural products with veterinary drug residues that did not meet agricultural product quality and safety standards. The value of the goods involved was 165.39万元. It also had an insufficient number of licensed meat quality inspectors on duty, and its production site facilities did not comply with national quality and safety requirements, among other issues. The company was ordered to disgorge illegal gains of 165.39万元 and fined 3307.79万元. Second, for failing to implement the pre-slaughter fasting and resting system as required by the “Good Manufacturing Practice for Pig Slaughtering,” and for a pre-slaughter fasting and resting period of less than 12 hours, it received a warning and was fined 50000元.
The Luohe Municipal Animal Husbandry Bureau imposed a penalty on Shuanghui Development. It determined that Shuanghui Development had sold agricultural products with veterinary drug residues that did not meet agricultural product quality and safety standards, involving 910 pigs, with a value of 170.10万元 and illegal gains of 170.10万元. The illegal gains were confiscated, and the company was fined 3401.93万元.
The Luohe Municipal Administration for Market Regulation imposed penalties on Shuanghui Development and the relevant responsible persons. The penalty decision stated that Shuanghui Development had failed to establish inspection standards for the “pig resting period,” failed to appoint a food safety director commensurate with the scale of the enterprise as required, and failed to strictly implement relevant product sampling inspection and testing management procedures, among other issues. In addition, the company’s apology statement incorrectly described 5892 pigs and 38863 pigs as 5892 batches and 38863 batches, respectively, in violation of relevant provisions of the Anti-Unfair Competition Law of the People’s Republic of China. The company received a warning and was fined 200万元; the company’s chairman, Wan Hongwei, was fined 3764.62万元; director and president Ma Xiangjie was fined 566.10万元; vice president Qiao Haili was fined 646.95万元; and chief engineer Wang Yufen was fined 658.62万元.
Shuanghui Development pledges to make rectifications
Shuanghui Development stated in its announcement that it sincerely accepts the administrative penalties imposed by the relevant authorities, will resolutely and fully implement the rectification requirements, and hereby extends its most sincere apologies to consumers and the public.
The announcement stated that, based on the circumstances determined in the Administrative Penalty Decision, the relevant matters will not cause the company to meet the criteria for mandatory delisting due to a major violation of law. The above penalties will reduce the company’s net profit attributable to the parent company for 2026 by 6380.66万元. As of the date of the announcement, the company’s production and business operations were proceeding normally.
The announcement also published six corrective measures, including strengthening source control and establishing a “one household, one file, dynamic review” management mechanism; actively promoting the “company + farmer (farm)” breeding model, with unified supply ofbreeding pigs, feed, and veterinary drugs; increasing the frequency of spot checks for risk-monitoring items such as lincomycin, and cooperating with third-party professional testing institutions; strictly implementing the pre-slaughter rest period for live pigs and comprehensively strengthening production process management, among other measures.
