Recently, the Shanxi Provincial Department of Agriculture and Rural Affairs issued the “Fifteenth Five-Year Plan for the Development of Shanxi’s Animal Husbandry and Veterinary Industry.” With the goals of stabilizing production, improving quality and increasing efficiency, the plan calls for thoroughly implementing the “specialty” and “high-quality” strategies and coordinating development with security, setting out a roadmap for high-quality development of the province’s animal husbandry industry. The plan states that by 2030, the province’s total meat, egg and milk output will reach 500 ten thousand tons, safeguarding the bottom line for the safe supply of livestock products.

According to the plan, by 2030, our province’s meat production will reach 210 ten thousand metric tons, egg production will reach 150 ten thousand metric tons, and milk production will remain stable at 140 ten thousand metric tons. The scale rate of livestock and poultry farming will rise to above 85%, the comprehensive utilization rate of livestock and poultry manure will remain stable at above 85%, and the pass rate of spot checks on livestock and poultry products will increase to 99.5%. Meanwhile, the number of animal disease purification farms and disease-free zones will increase to 55, and the veterinary workforce will expand to 6000 people, continuously strengthening epidemic prevention oversight and industry service capabilities.

In terms of industrial layout, our province adheres to the approach of “stabilizing pig farming, developing cattle and sheep farming, and optimizing the poultry industry,” strengthening traditional livestock farming and cultivating distinctive industries such as pet-related businesses. It will develop integrated grass and livestock farming in the Yanmen Pass agro-pastoral ecotone, accelerate the development of the Northern Shanxi meat industry platform, and build a livestock product supply base serving Beijing-Tianjin-Hebei and the Yangtze River Delta. Tailored measures will be taken for pig farming, beef cattle, sheep, poultry, and the dairy industry. The province will build a number of standardized livestock farming bases, extend the slaughtering and processing chain, develop deep processing of dairy products, and cultivate leading enterprises in the industrial chain, enhancing the brand of Shanxi livestock products.

The plan also coordinates the implementation of key tasks for disease prevention and control, green development, and quality oversight. It calls for ongoing efforts to prevent and control major animal diseases and zoonoses; advance smart livestock farming, the transition from grain production to forage production, and the upgrading of the forage industry; crack down on illegal practices such as the use of “clenbuterol”; and reinforce accountability for safety oversight at the slaughtering stage.

In terms of supporting measures, our province is implementing the mayoral responsibility system for the “vegetable basket” program, making good use of the special and high-quality agriculture industry fund, developing innovative financial tools such as livestock-farming mortgages, interest subsidies on loans, and livestock insurance, implementing policies on land use, water use, and environmental protection, strengthening grassroots teams of livestock and veterinary professionals, and promoting the effective implementation of the plan to support the revitalization of rural industries.
