On 2026-10-12, the Guizhou Provincial Department of Agriculture and Rural Affairs and the Guizhou Provincial Department of Finance issued and implemented the Implementation Plan for Subsidies for the Purchase and Application of Complete Equipment for Tiered Laying Hen Farming in Guizhou Province in 2026. The plan is interpreted as follows:
I. Background to the Drafting
The scale of the laying hen industry across the province has continued to grow rapidly. In 2024, the province had 4953 ten thousand laying hens in stock and produced 52 ten thousand tonnes of eggs. The number of laying hen farms with a capacity of one million birds accounted for 28% of the national total. Demand for complete sets of tiered automated farming equipment in large-scale poultry houses has surged. In response to the development needs of the province’s 882 laying hen business entities and 134 large-scale enterprises with more than one hundred thousand birds, and to address gaps in intelligent equipment in newly built, expanded and renovated poultry houses, a dedicated agricultural machinery subsidy support policy was developed.
II. Main Content
The Implementation Plan consists of four parts:
Part One: General Requirements. This Plan is formulated in accordance with national and provincial agricultural machinery subsidy documents. It covers the entire province and remains in effect through the end of 2026. It aims to promote smart livestock farming equipment, improve the standardization of the laying hen industry, strengthen the foundations of its brands, and consolidate the results of linking agriculture with farmers and benefiting farmers.
Part Two: Subsidy Recipients, Scope, and Standards. Eligible recipients are intensive laying hen farmers and business organizations within the province. Support is limited to complete sets of equipment for a single house with a capacity of 3.5 ten thousand birds or more; duplicate subsidy claims are not permitted. A fixed-amount central government subsidy applies, with an annual funding cap of 5340 ten thousand yuan. Applications are processed in order of submission until the funds are exhausted. Tiered subsidy limits apply: a maximum of 60 ten thousand yuan per set; annual subsidy caps of 60 ten thousand yuan for farmers and 500 ten thousand yuan for business organizations. Fixed subsidy amounts by tier apply to 5 categories of laying hens and 4 categories of brooding and rearing hens.
Part Three: Eligibility Requirements for Equipment Products and Manufacturers. Equipment must have a patent or provincial-level achievement certification, comply with construction technical specifications, and have more than 2 application cases. Only core equipment is eligible for subsidies. Manufacturers must have complete qualifications and no record of serious dishonesty. They must voluntarily submit an application for inclusion in the catalog, which is subject to provincial-level review and public announcement; sign a commitment letter; fulfill obligations such as informing users of policies, providing equipment operation and maintenance training, and cooperating with verification; and bear primary responsibility for product quality and the authenticity of application materials.
Part Four: Operating Procedures and Work Requirements. Implement the process of “build first, subsidize afterward; county-level settlement; direct subsidies to households.” Strengthen municipal and county-level oversight responsibilities and rigorously investigate all types of irregular subsidy applications. Coordinate equipment upgrades and brand development based on industrial planning to ensure that the policy is implemented in a standardized manner.
III. Operating Procedures
Subsidies are implemented according to the principle of “build first, then subsidize, subject to acceptance and confirmation,” through the process of “purchase equipment (or carry out construction) independently, provide fixed-amount subsidies, settle at the county level, and pay subsidies directly to the card (or household).” The specific procedures are as follows:
(一) Production enterprise filing and registration: The production enterprise voluntarily submits filing materials to the Provincial Department of Agriculture and Rural Affairs. The provincial department completes acceptance within 2 working days. If the materials do not meet the requirements, the enterprise is notified at one time to make corrections. Applications that pass review are published on the department’s portal website for 5 working days. If there are no objections, they are included in the provincial agricultural machinery purchase and application subsidy application service system.
(二) Independent equipment selection and purchase: The purchaser independently selects a complete set of layer chicken farming equipment that has completed filing and registration. Both parties to the purchase and sale are responsible for the authenticity and validity of the transaction.
(三) Submission of a subsidy application: The purchaser completes a subsidy application form and submits the application to the local county-level agriculture and rural affairs department. If the county-level review finds that the application meets the subsidy conditions, it is publicly announced for 5 working days. When the number of subsidy fund applications reaches the limit, the county-level department announces the suspension of application acceptance within 3 working days.
(四) Organization of on-site verification: After the equipment has been installed and passed acceptance inspection, the purchaser applies for verification and provides materials such as proof of identity, bank account information, equipment list, sales invoice, construction contract, and completion acceptance report. The county-level agriculture and rural affairs department, together with the local finance department, organizes experts to complete the on-site verification within 13 working days (excluding the public announcement period) and jointly completes the verification form. If the application fails review, the applicant is notified at one time of the required corrective actions. If the application still does not meet the conditions after correction, this subsidy application will not be accepted.
(V) Operation review and public notice: After the equipment has operated normally for 1 months, the county-level agriculture and rural affairs department reviews the actual operating status of the equipment. If the review is approved, information such as the purchaser, subsidized product, and subsidy amount is made public for 5 working days.
(Six) Subsidy funds disbursement: If there are no objections after the public notice period ends, the county-level agriculture and rural affairs department shall submit a settlement application to the finance department at the same level, and the county-level finance department shall disburse the subsidy funds to the purchaser’s account within 15 working days.
(Seven) Filing and retention of records: After subsidy processing is complete, the county-level agriculture and rural affairs department shall retain the complete set of relevant records for 5 years for future reference.
IV. Implementation period and total amount
This plan shall take effect from the date of issuance and remain valid until 2026 year 12 month 31 day. Purchasers of complete sets of tiered layer-hen farming equipment built and put into use after 2024 year 1 month 1 day who submit subsidy applications before 2026 year 12 month 31 day shall apply for subsidies in accordance with this plan. The total subsidy funds amount to 5340 ten thousand yuan. Subsidy recipients will be reviewed and determined in the order applications are received, until the funds are exhausted.
